This week, PayPal submitted its response to the European Commission's targeted consultation on the review of the revised payment services directive (PSD2). The consultation will inform the European Commission on the application and impact of the PSD2 in the payments market.
In PayPal's response, we share our views on the impact of Strong Customer Authentication and recommend that principles of technology neutrality and a risk- and outcomes-based approach are promoted. We also recommend that prescriptive rules under the Regulatory Technical Standards are removed to encourage innovative new authentication methods that are both seamless and secure in their experience.
